Fast Enterprises Modernizing Colorado DMV Systems


Continuing a string of successful projects with state motor vehicle agencies, government software and services provider Fast Enterprises, LLC (FAST (News - Alert)) is now working with Colorado to completely modernize the state's DMV systems.

The Colorado project is part of a state initiative to streamline government processes and improve customer services. The company's FastDS-VS® software will replace aging systems that were installed in the 1980s and 1990s. FastDS-VS® is commercial off-the-shelf software that is configured to support administration of driver compliance and licensing, vehicle titling and registration, identification services, and more. The software can be implemented for driver-services programs, vehicle-services programs, or, as in Colorado, as a fully integrated solution for the administration of both driver and vehicle services.

FAST, the Colorado Department of Revenue's Division of Motor Vehicles and the Colorado Governor's Office of Information Technology kicked off the Colorado Driver License, Record, Identification and Vehicle Enterprise Solution (DRIVES) project in August 2015. The new system will be deployed in two phases, with driver services scheduled to be in place in early 2017 and motor vehicle services in the second half of 2018. FAST is providing the FastDS-VS® software, implementation services, conversion, and training. FAST is also providing complete hosting services for the system, with ongoing support for hardware and software after the system goes live.

"The Colorado DRIVES project is a first of its kind for DMV agencies," said Martin Rankin, FAST's managing partner. "In three years, we will deliver FastDS-VS® for both driver and vehicle services through a platform tat is fully hosted and maintained by FAST," he said. "This approach greatly reduces the state's system support and maintenance burden and allows Colorado DMV to concentrate on implementing efficiencies in business operations and enhancing customer service."



To support shorter wait times at DMV offices, Colorado's legislature approved funding for the Colorado DRIVES project in Governor Hickenlooper's 2014 budget request. DMV Senior Director Mike Dixon said the project is part of a comprehensive strategy to reduce wait times and will provide additional improvements to statewide DMV operations through system integration and modernization.

"The DRIVES project will take two separate outdated IT systems and replace them with a single, integrated solution," Dixon said. "It will enable state and county employees to better serve the residents of Colorado through a more user-friendly interface."


James Harrison, a FAST founding partner, said the organizations are leveraging their history of working together. "The experience we've gained in working with the Colorado Department of Revenue for almost 10 years is proving invaluable on the Colorado DRIVES project," he said. "These enterprise-level projects require a true partnership between the vendor and the agency, and we have that with the Department of Revenue."

The Colorado DRIVES project is FAST's eighth state motor-vehicle agency project in the past five years. The company's FastDS-VS® software is in production for Arkansas, New Mexico, Oklahoma, Tennessee, and Utah, and is being implemented in North Dakota and Washington.
